The mission of Hibiscus Children’s Center is to maintain a safe shelter for children who are abused, abandoned and neglected by providing prevention, early intervention, and advocacy in quality residential, assessment and recovery programs. Every day, Hibiscus provides life-changing services with the support of our incredible community. Hibiscus Children’s Village, our residential program for youth, provides a safe haven and long-term home environment for teens where they receive nurturing, love, guidance and encouragement. Professional Mental Health Therapists provide services to teens, specializing in the treatment of trauma-based disorders, behavioral health, and healing victims of sexual abuse. The youth receive opportunities to enhance their lives and futures through career preparation and training. The Graphic Design Impact Center, generously made possible by an Indian River Impact 100 grant, is an innovative business program that teaches graphic design and printing skills as well as life skills to help youth become successful community members.


The IRL Council and IRL NEP Goals are to: Attain and maintain water and sediment of sufficient quality to support a healthy estuarine ecosystem. Attain and maintain a functioning, healthy ecosystem which supports endangered and threatened species, fisheries, commerce and recreation. Achieve heightened public awareness and coordinated interagency management of the Indian River Lagoon ecosystem; and Identify and develop long-term funding sources for prioritized projects and programs to preserve, protect, restore and enhance the Indian River Lagoon.

H.A.L.O. Rescue was created in 2006 with a mission to create a NO KILL safe haven for abused and abandoned animals. H.A.L.O. believes in a community where there are no more homeless pets and that together we can eliminate the killing of companion animals.

What sets us apart from other shelters is we are Indian River County’s only No Kill animal shelter. This means we do not euthanize for age, space, medical needs, or behavioral issues. Once an animal enters H.A.L.O. we make a pledge to them to provide all physical, emotional, and medical care needed until a forever home is found.

While we primarily deal with Indian River County and our mission is to make Indian River County No Kill we also bring in animals all over the state and even outside of Florida.

HALO saves over 2000 animals each year but our work is not done. In 2016 1,400 dogs, cats, puppies, and kittens still lost their lives in Indian River county. With your help, HALO is here to end this because there is a better way. It doesn’t have to happen.

We depend on animals for everything including unconditional love but can they depend on us in return.


To serve those in poverty by providing crisis care, case management, transformative education, food and household subsidy, employment training and placement, personal empowerment training and active referrals to other
collaborative social service providers.

Dining with Dignity program: We are a Christian outreach ministry serving the poor and homeless. We strive to present the Gospel to those who are homeless, indigent, or in critical need; to lead them to a saving faith in Jesus Christ; to instill hope and motivation for improving their lives; and to assist them in obtaining the resources necessary to become productive citizens and achieve lasting life recovery.
